It's basically a competition between an additional focus spell vs. some extra low level spells, and the value depends heavily on how much you are using the witch focus spells. You could also skip alchemist and fill in psychic instead: 2 - Psychic dedication. 4 - Basic psychic spellcasting. 6 - Psi development.
In PF1e, the cackle was a move action that sustained curses (etc) on enemies. It had the incredible mental image of a witch standing there, cackling like a demented and sustaining curses on people. The PF2e one is very lackluster, so I rule that cackle has two ways to be used:A witch's knowledge takes the form of lessons, which you can learn by selecting feats like Basic Lesson or Greater Lesson. Each lesson grants you a hex and teaches your familiar a new spell, adding it to the spells you can prepare using your witch spellcasting.Personally, I think lessons that gave access to Cozy Cabin, Hypercognition, Black Tentacles, and Summon Fiend would be my top choices for new ones.
